In a medium saucepan, whisk together the cold water, soy sauce, brown sugar, cornstarch, ground ginger, chili powder, garlic powder, and ground black pepper until smooth. (2 minutes)

For a richer flavor, substitute dark soy sauce for half of the regular soy sauce.
Adjust the amount of chili powder to suit your spice preference.
If the sauce becomes too thick, whisk in a tablespoon of water at a time until you reach the desired consistency.
This sauce can be stored in an airtight container in the refrigerator for up to 5 days.
