In a bowl, whisk together soy sauce, lime juice, smashed garlic, sugar, fish sauce, and pepper. Adjust the seasoning to your preference. Add the sliced beef and ensure it's evenly coated. Marinate for at least 30 minutes, or up to 1 hour for a more intense flavor. (30 minutes - 1 hour)

Heat 1 tablespoon of vegetable oil in a wok or large pan over medium-high heat. Fry the potato wedges until golden brown around the edges. Transfer the fried potatoes to a plate and set aside. (7-10 minutes)

Add the remaining 1 tablespoon of oil to the same pan. Fry the onion rings until they turn a rich brown color, caramelizing slightly. Transfer the fried onions to the same plate as the potatoes. (7-10 minutes)

Using the same pan, maintain medium-high heat. Reserve the marinade from the beef. Fry the beef in batches, adding more vegetable oil if needed to prevent sticking. Cook until browned and no longer pink inside. Transfer the cooked beef to the plate with the potatoes and onions. (5-7 minutes)

Pour the reserved marinade into the pan along with 1/8 cup of water to deglaze. Scrape up any browned bits from the bottom of the pan using a wooden spoon. Taste and adjust seasonings if needed. Return the beef to the pan, adding some of the fried onions (reserve the remaining onions for garnish). Reduce the heat to low and let it simmer until the sauce thickens. (7-10 minutes)

Transfer the beef and sauce to a serving plate. Garnish with the remaining fried onions. Arrange the fried potatoes on the side. Serve hot with steamed rice for a complete meal.

For best results, use thinly sliced sirloin or round steak.
