Preheat oven to 350 degrees F (175 degrees C). Grease a 9x13-inch baking dish. (5 minutes)

In a large bowl, combine the rhubarb pieces with 2 cups of sugar. Toss gently to coat, then spread evenly into the prepared baking dish. Sprinkle the raisins over the rhubarb. (10 minutes)

In a separate bowl, cream together the vegetable shortening and 2/3 cup of sugar until light and fluffy. Beat in the eggs, one at a time, followed by the vanilla extract. (8 minutes)

In another bowl, whisk together the flour, baking powder, and salt. Gradually add the dry ingredients to the wet ingredients, alternating with the milk, beginning and ending with the dry ingredients. Mix until just combined – do not overmix. (12 minutes)

Carefully spread the batter evenly over the rhubarb and raisin mixture in the baking dish. (5 minutes)

Bake in the preheated oven for approximately 1 hour, or until the rhubarb filling is bubbling and the topping is set and golden brown. A toothpick inserted into the center of the topping should come out clean. (60 minutes)

For a richer flavor, use melted butter instead of shortening in the topping.
Add a pinch of cinnamon or nutmeg to the flour mixture for a warm, spiced flavor.
